Nonprofit organizations receive and administer Federal and State funding from a vast array of sources. These organizations are subject to OMB Circular A-122, "Cost Principles for Non-Profit Organizations" and OMB Circular A-110, "Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations".

Issues surrounding core service rates and cost recovery in general can present challenges to entities operating in a non-profit environment. In order to receive full and equitable indirect cost recovery, a not-for-profit is required to submit and negotiate an indirect rate with its cognizant agency usually on an annual basis.
