State and Local Governments

States, counties and other agencies and municipalities receive and administer federal funding in the form of block grants and program specific financial assistance. Additionally, they provide support in the form of centralized services to operating departments. As a result Federal rules are applicable to these government entities, including OMB Circular A-87, "Cost Principles for State, Local, and Indian Tribal Governments." They are typically required to develop and negotiate indirect rate agreements and develop comprehensive cost allocation plans to allocate central services to benefiting departments in accordance with the circular.
