Colleges and Universities are the recipients of annual federal research awards of approximately $15 billion each year. These awards are subject to OMB Circular A-110, "Uniform Administrative Requirements for Grants and Agreements With Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations" and A-21, "Cost Principles for Educational Institutions."
