Charles Witthoft

Charles L. Witthoft is a Director with ML Weekes & Company, PC, where he offers business advisory services to clients in a wide range of industries who contract with federal, state and local governments. Chuck provides services regarding cost accounting and accounting system compliance, allocation of indirect costs, changed work claims, forensic investigations, and transaction due diligence evaluating government contract risk. In addition, Chuck provides expert testimony on government contract claim matters. In his fourteen years of experience, he has worked with a wide range of clients in the aerospace and defense, construction, and other commercial industries, the air transportation industry, as well as in the government/not-for-profit sector. Prior to joining ML Weekes, Chuck spent seven years with Ernst & Young LLP providing consultation in these areas. He has also held positions in strategic planning and operations in his prior career in the airline industry.

Chuck has advised clients in the evaluation and development of contract cost accounting practices including compliance with Cost Accounting Standards, Federal Acquisition Regulations, and Office of Management and Budget Circulars. He has also consulted clients in the evaluation and remediation of internal controls and associated policies and procedures related to government compliance requirements. In addition, Chuck has assisted with the preparation and pricing of contract proposals, changes and claims, and with the preparation of Cost Accounting Standards Board Disclosure Statements, including changes and related cost impact proposals. He has also assisted with pricing and compliance reviews for Federal Supply Schedule contracts under the General Services Administration multiple award schedule program.

Chuck has conducted examinations of government contractors' indirect costs including analysis of overhead pools, calculation of overhead rates, and reviews of cost allocability and allowability. Chuck has also consulted with contractors and federal grant recipients on accounting system compliance issues, including the development of cost impact studies related to cost accounting practice changes and supporting contractors in defense of cost and pricing non-compliance allegations by the government. He has also provided consultation on accounting and estimating cost issues, including analysis of accounting and estimating policies and procedures and estimating process flows.

Chuck has prepared due diligence opinions on government contract issues for clients engaged in mergers and acquisition transactions which involved reviews of client open government contracts and Federal Supply Schedules, accounting system compliance reviews, and reviews of other government contract issues.

Chuck holds a B.A. in economics from UCLA and is a member of the Public Contract Law, Litigation and Dispute Resolution Sections of the American Bar Association.
